You re on the clock: Land use committee OKs deadlines for Landmarks Council members say bill will bring transparency and efficiency to process

The City Council s land use committee on Tuesday approved a bill that would set a deadline for designating historic properties and districts as city landmarks.

The bill would require the Landmarks Preservation Commission to designate an individual property within one year of putting the property on its calendar, New York YIMBY reported. For historic districts, Landmarks would have two years to hold a public hearing and vote. The commission can approve a one-year extension for individual properties but can t extend the dead爱上海同城 爱上海line for historic districts. An earlier version of the bill also included a five-year moratorium on reconsidering properties that missed the deadline, but that measure was eliminated from the latest version of the legislation.

Currently, Landmarks doesn t have deadlines, which may explain why some properties have languished on the commission s calendar for decades. Earlier this year, Landmarks began plowing through a backlog of nearly 100 properties that dated back to the 1960s.

Some Council members touted the bill as a way to bring efficiency and transparency to the landmarking process. Council member David Greenfield said the measure will give Landmarks plenty of time to consider a landmark. “I would have said to you last year that cap rates couldn’t go lower,” she said. “Average cap rates last year were around 4.5 percent. We’re actually at a lower cap rate in Manhattan this year.”

For a good deal, Tighe says she’s been directing tenants to Third Avenue, where rents have remained more palatable. But the suggestion doesn’t always receive a good reception.

“When people ask me where the bargains are, I say Third Avenue. Sergey Rybak picked up a troubled Brighton Beach development site once owned by Chaim Miller and plans to build a 22-story apartment building.

Rybak closed on the purchase上海夜网 阿爱上海同城 of 271 Sea Breeze Avenue on June 7 for $13.5 million, six months after buying the defaulted debt on the development site. GFI Realty’s Erik Yankelovich and Yosef Katz brokered the January deal.

Chaim Miller scooped up the site at auction in 2013 for $12.7 million with plans for a $85 million apartment tower, borrowing $11.25 million from a Madison Realty Capital affiliate to fund the purchase. Miller later defaulted on his loans, and in 2015 Madison filed to foreclose. A month later Rybak, who was in contract to buy the site for $14.1 million, filed a lawsuit against Mi爱上海同城对对碰 爱上海同城论坛ller claiming he failed to renew permits. Their deal fell apart.

In January of this year, the ownership entity of the site filed for Chapter 11上海夜网论坛 上海夜网 bankruptcy protection. That same month Rybak bought the debt note with the help of acquisition financing from Madison. After pushing for dismissal of the Chapter 上海千花网龙凤论坛 上海千花社区11 case, Rybak reached a deal to buy the site outright in June.

“As the marketplace becomes more competitive it is important to fight for the right location!” Rybak said in a statement.

Bank of the Ozarks strikes again. The Arkansas-based lender agreed to 上海贵族宝贝交流区 上海贵族宝贝论坛finance yet another New York City condo project, lending $90 million on Extell Development’s 1010 Park Avenue on the Upper East Side.

Gary Barnett s firm plans to build a 16-story, 11-unit building on the site of The Former Park Avenue Christian Church rectory. Last month, the New York state Attorney General’s office okayed a $248 million offering plan, which translates to around $22.5 million per apartment.

The developer won Landmarks Preservation Commission approval for the project in 2015 and bought the site for $24.9 million a year later.

The Ozarks loan replaces a $22.3 million mortgage from Pacific Western Bank, the 上海千花网 爱上海同城对对碰Commercial Observer reported.

A聽lawyer with ties to Venezuela s oil ministry, a member of the country鈥檚 鈥渂oliburgues铆a鈥?elite and a money launderer sat around a Caracas office table while armed guards and a German shepherd with a shock collar stood watch.

It was November 2015, and the three Venezuelans were pressuring an unnamed associate to persist with a scheme that U.S. authorities would later allege embezzled $1.2 billion from the Venezuelan state oil company, PDVSA. Much of that money, according to a criminal complaint, ended up in South Florida real estate.

Among those reportedly alleged to be connected to the scheme: the three stepsons of the country鈥檚 embattled president, Nicol谩s Maduro; a billionaire Venezuelan TV mogul; and former executives at PDVSA. Eight people have been charged in the case so far, while one defendant 鈥?a wealth manager at a Swiss bank 鈥?was arrested in August.

With a federal investigation ongoing, the U.S. attorney鈥檚 office could seize at least 16 South Florida properties tied to the defendants. Gilbane Development Company has signed a $49.1 million lease at two adjacent city-owned sites in the Bronx.

New York City Housing Authority is leasing 2251 Webster Avenue and 2244 Tiebout Avenue to Gilbane for 99 years, according to reco上海千花网交友 上海千花网论坛rds filed with the city Wednesday. The Webster Avenue parcel is currently vacant, while the one on Tiebout Avenue houses a 10-story, 312-unit apartment building.

The properties appear to be part of NYCHA’s Twin Parks West project, which according to city documents calls for the creation of between 150 and 200 new affordable apartment上海贵族宝贝 上海千花网龙凤论坛s in partnership with the city’s Department of Housing Preservation and Development.

In January, NYCHA announced it had chosen Gilbane, Dantes Partners and the Kraus Organization to partake in a separate initiative meant to update and preserve hundreds of affordable units — Twin Parks also being a part of that. Renovations to the existing units in the Webster Avenue building are being done through the federal Rental Assistance Demonstration program, according to NYCHA.
